Kaduna Assembly Passes Bill to Establish College of Agricultural Technology in Samaru Kataf

The Kaduna State House of Assembly has passed into law the bill establishing the Kaduna State College of Agricultural Technology, Samaru Kataf. The bill, sponsored by Hon. Kambai Samuel Kozah, Member representing Zango Constituency, aims to boost technical education, promote agricultural research, and generate employment opportunities in the state.

The bill, titled A Bill for a Law to Establish the Kaduna State College of Agricultural Technology, Samaru Kataf, 2024, was read for the third time during Thursday’s plenary session. The motion for the third reading was moved by the House Minority Leader, Hon. Ali Kalat (Jama’a Constituency), and seconded by Hon. Adamu Mohammed Shika (Giwa East Constituency). It was formally adopted following another motion moved by Hon. Haruna Barnabas Danmaigona (Kauru/Chawai Constituency) and seconded by Hon. Lawal (Gabasawa Constituency).

The bill was first introduced on October 9, 2024, and passed its second reading on October 13, 2024. It was subsequently referred to the Joint House Committee on Education, Agriculture, and Judiciary for further scrutiny. The committee’s report, presented by its chairman Hon. Muhammad Ismaila (Zaria Constituency), was adopted during today’s session after a motion by Hon. Usman D. Stigo (Kajuru Constituency), and seconded by Hon. Isiyaku Ibrahim (Makarfi Constituency).

Reacting to the bill’s passage, Hon. Emmanuel Kantiok (Zonkwa Constituency) thanked his colleagues for their unanimous support. He expressed optimism that the new institution would play a critical role in developing skills and creating jobs for Kaduna’s youth.

In his remarks, the bill’s sponsor, Hon. Kambai, expressed deep appreciation to his colleagues and the Assembly leadership, led by Speaker Rt. Hon. Dahiru Liman, for their unwavering support.

“I am overwhelmed with joy over the speedy passage of this important legislation,” Hon. Kambai said. “I sincerely thank all my colleagues, particularly the chairman and members of the committee who worked diligently to see this through.”

Hon. Kambai expressed confidence that Governor Uba Sani would promptly assent to the bill once transmitted.

“This bill aligns with Governor Uba Sani’s commitment to equitable development across Kaduna State. I urge the Assembly leadership to expedite the transmission so the institution can commence operations without delay,” he added.

He also called on the youth of his constituency to remain peaceful and law-abiding, encouraging them to take advantage of the opportunities the new college would bring.
